Platform Description

  • I. In accordance with Water Pollution Control Act, the MOENV has revised information disclosure regulations, established a Disclosure Platform for public inquiry, and provided services such as online reading and file download to create convenient services.
  • II. In accordance with the provisions of Water Pollution Control Act Article 63-1 and Article 69, the MOENV has the right to modify the specific items, contents and usage specifications of the information disclosed at any time by providing various materials that can be disclosed.
  • III. In order to ensure the normal operation of the Disclosure Platform, such as modifying the settings, providing content and downloading restrictions, the MOENV will not be liable for compensation for the losses of the user.

Our Goal

  • I. To improve the quality of information services by centralizing the water pollution control data of industry players and environmental protection authorities into a single portal.
  • II. The continuous waste water monitoring data of the discharge water from major point sources and the checking and punishing data of the environmental protection authority are made public online, providing public participation, supervision, and improving the quality of those data and the effectiveness of water pollution prevention and control.

I. Permit document and Test reporting document

(I) Application documents of water pollution control permit (document): Enterprises and sewage system shall disclose those documents to the designated website for public during application and making correction period.

(II) The approved water pollution control permit (document)

A. Approved documents of water pollution control permit (document): Enterprises and sewage systems shall disclose those documents to the public when it issued.

B. Cover of the approved water pollution control permit (document): The authority shall confirm enterprises or sewage systems have disclosed the approved water pollution control measure, permits (documents), and disclose those documents to the public.

(III) The documents of test reporting and previous correction documents: Enterprises and sewage systems shall disclose those documents to the public during reporting and making correction period.

(IV) Application documents of resumption of work (business) plan: Enterprises and sewage systems shall disclose those documents to the public during application and making correction period.

(V) Review meeting records of resumption of work (business) plan: The review authority shall disclose those documents within 20 days after the review meeting.

(VI) Approved documents of resumption of work (business) plan for enterprises or sewage systems: The review authority shall disclose those documents within 20 days after the review meeting.

II. Automatic monitoring data of the discharge water from major point sources

The 24 hours real-time water quality and volume data from major point sources was connected to the Disclosure Platform for the public since January 1st, 2015 by special municipality, county or city competent authorities.

III. Checking and punishing information of water pollution

(I) Checking and punishing information of enterprises or sewage systems (severe circumstances or fail to complete improvements): This information was checked and punished by the competent authorities at all levels since February 4th, 2015, which are recorded on Environmental Enforcement Management System (EEMS).

(II) The deficient information of environmental engineers performing water pollution operations checked by the Environmental Management Administration since February 4, 2015.

(III) The disciplinary information of environmental engineers performing water pollution operations notified by the Public Construction Commission Executive Yuan since February 4, 2015. This information provided by the Environmental Management Administration.

(IV) The revocation and cancellation information of the wastewater and sewage treatment personnel and the checking and punishing information of the analysis laboratory conducting water pollution operations are provided by National Environmental Research Academy of the MOENV, respectively since February 4, 2015.

(V) Statistics of wastewater and sewage pollution control (enterprise and sewage system) are provided by Department of Statistics of the MOENV.

Information disclosure query period

I. Automatic monitoring data of the discharge water from major point sources can be inquired at any time since January 1, 2015.

(I) The application and the approved documents of water pollution control permit (document) will be automatically offline after those documents are retained for 10 years.

(II) Application and previous correction documents will be automatically offline 3 months after the permit is issued.

(III) After the next declaration date, only the latest uploaded test reporting and previous correction documents will be retained on the system. These documents will be automatically removed from the system after 5 years.

II. Resumption of work (business) plan and review meeting records

(I) The enterprise's application for resumption of work (business) plan, the approved water pollution control measures, and sludge treatment improvement plan will be retained on the system for 3 months and then automatically taken offline.

(II) The approved water pollution control measures and sludge treatment improvement plan and its review meeting records will be retained on the system for 3 years and then automatically taken offline.

III. Automatic monitoring data of the discharge water from major point sources can be inquired at any time since January 1, 2015.

IV. The checking and punishing information of enterprises or sewage systems (severe circumstances or fail to complete improvements) can be inquired within 5 years after disclosure. However, if the case is revoked after administrative relief, the case will be taken offline the next day.

V. The deficient information and the disciplinary information of environmental engineers performing water pollution operations can be inquired within 3 years after disclosure.

VI. The revocation and cancellation information of the wastewater and sewage treatment personnel and the checking and punishing information of the analysis laboratory conducting water pollution operations can be inquired within 2 years after disclosure.
