I The Environmental Protection Administration (EPA) of the Executive Yuan, in accordance with the amendment to the Water Pollution Control Act (this Act), announced on February 4, 2015, the information disclosure requirements.The Water Pollution Control Act Information Disclosure Platform (Disclosure Platform) was established to provide information on water pollution control permits, test reporting, automatic monitoring data of quality and volume, and checking and punishing to facilitate public inquiries and enhance information transparency.
II The following information is publicly available in the system
(I) Permit document and test reporting document.
A Application of water pollution control permit (document) for enterprises and sewage systems and the approved water pollution control permit (document).
B The documents of test reporting under this Act and the previous correction documents.
C Application of resumption of work (business) plan, review meeting records and the approved resumption of work (business) plan.
(II) The automatic monitoring data of the discharge water from major point sources was used to transmit the water quality and volume data for specific enterprises and sewage systems for 24 hours starting from Jan. 1, 2015.
(III) Checking and Punishing Information of Water Pollution
A Checking and punishing information of enterprises or sewage systems (severe circumstances or fail to complete improvements): This information was checked and punished by the competent authorities at all levels since February 4th, 2015.
B The deficient information of environmental engineers performing water pollution operations checked by the Department of Supervision Evaluation & Dispute Resolution of the EPA since February 4, 2015.
C The disciplinary information of environmental engineers performing water pollution operations notified by the Public Construction Commission Executive Yuan since February 4, 2015. This information provided by the Department of Supervision Evaluation & Dispute Resolution of the EPA.
D The wastewater and sewage treatment personnel's revocation and cancellation information was provided by the Environmental Professionals Training Institute of the EPA since February 4, 2015.
E The checking and punishing information of the analysis laboratories conducting water pollution operations are provided by the Environmental Analysis Laboratory of the EPA since February 4, 2015.
III Anyone who forges or alters the public document and publishes inaccurate information may be suspected of committing the crime of forging official documents under Article 211 of the Criminal Code (A person who forges or alters a public document and causes injury to the public or another shall be sentenced to imprisonment for not less than one year but not more than seven years.) or interfering with another person's computer under Article 360 of the Criminal Code (A person who without reason interferes, through the use of computer programs or other electromagnetic methods, with the computer or relating equipment of another person and causes injury to the public or another shall be sentenced to imprisonment for not more that three years or short-term imprisonment; in lieu thereof, or in addition thereto, a fine of not more than three hundred thousand dollars may be imposed.)
